I'm 17, I'm 5'10 and weigh 180. My arms have been at 15" for over a year now. I work my arms hard, I also diet pretty well. Can someone tell me how to get past this? Here's my arm workout that I do once a week.
Preacher Curls 5x20
Seated Dumbell Curls 4x12
Seated Hammer Curls 4x10
Reverse EZ Bar Curls 4x10
Straight Bar Cable Curls 5x20
V-Bar Pushdowns 5x20
Rope Overhead Extensions 4x15
Triceps Kickbacks 5x10
Triceps Rope Extensions 5x20
Triangle Push-ups 5x12-20

You're doing a stupid amount of volume.
I would cut 80% of this and work on moving progressively heavier weight on the exercises that you keep.
E.g. if you were doing an upper lower, I would do a few ez-curl/skullcrusher supersets 1 day and a few hammer curl/tricep pushdown supersets the other upper day. That's it for the week.
With this much arm work, you're basically doing cardio for your arms.You can't help the hopeless.
