Not sure about the current squad but in the past it's generally been a mix of Commonwealth immigrants, children of Commonwealth immigrants, guys from American Samoa, other Pacific Islanders, with some Americans mixed in. Most colleges here have Rugby clubs these days and that's where the American players would come from.

They're only invited to the World Cup because there aren't enough countries in the world with a serious Rugby following so they need to just take whoever's willing to play. It'd be more interesting if they just cut out all the chitty countries and made it a smaller pool of real Rugby nations playing more matches against each other.
