i've been bulking for 3 months and gained 7kilos from 59kg to 66kg.
thing is, my face (mostly cheeks) has been getting fatter according to many people. what do?
i've been lifting seriously for 3 months as well.
is my body too skinny for a 15 year old?

If i was you I would bulk... I mean you're 15 new to lifting seriously don't worry to much about cuting since there's not to much to cut into but I'm not you so answer these questions: if you were to go on a cut how long would it be? Goal weight/look? If your body genetically stores fat on your face first then anytime someone says anything about your face looking fatter will you go on a cut? Does what people say matter enough to influence your decision?... Just think about it for a little while then come to your own decision that YOU will be happy with. Because if your not happy with yourself then you probably won't put in as much as if you were
