    It looks like we funded an expansion in the fight against ISIS. I think the way it's done these day we don't exactly declare war any more. Rather, we fund war and then the president can start them whenever he wants. It's a strange process.

    The attack happened in the Shiite holy city of Samarra, about 95 kilometers (60 miles) north of Baghdad. A senior Defense Ministry official told The Associated Press the Sunni militants used a shoulder-fired rocket launcher to shoot down the EC635 helicopter on the outskirts of the city. An army official corroborated the information. Both spoke on condition of anonymity as they weren’t authorized to speak to journalists.

    The EC635, built by Airbus Helicopters, is used for transport, surveillance and combat.

    Baghdad, Asharq Al-Awsat—Islamic State of Iraq and Syria (ISIS) fighters have recaptured several villages near Anbar governorate, local officials and tribal figures told Asharq Al-Awsat.

    Despite recently suffering setbacks in western Iraq, the Islamist group has benefited from a lack of coordination between Baghdad’s central government and the tribal forces, Anbar provincial council member Adhal Al-Fahdawi told Asharq Al-Awsat.

    The government’s failure to “send sufficient weapons to the tribes fighting there who ran out of ammunition” has led to the fall of some of Anbar’s strategic cities, such as Hit and Haditha, Fahdawi said.

    “The lack of coordination between the government and the tribes on the one hand and the tribes and the [Anbar] provincial council on the other has aided ISIS,” the official said.

    According to Fahdawi, “the government’s lack of interest and support” has enabled ISIS to infiltrate the area.

    Anbar, 80 miles (130 kilometers) west of Baghdad, is mainly under the control of tribal militants supported by government forces.

    In exclusive comments to Asharq Al-Awsat, Anbar tribal leader Sheikh Naim Al-Kaoud said the Islamist group had captured several strategic villages “linking Hit with Haditha down to Ramadi.”

    The new ISIS advances have cut off a key supply route between the province and Baghdad, the tribal leader maintained.

    In related news, the Anbar provincial council chairman Sabah Al-Karhout called on Iraqi Prime Minister Haider Al-Abadi, who also serves as the commander-in-chief of the country’s armed forces, to “urgently” send air support to the Wafa district, in southern Ramadi, to break a siege by ISIS militants.

    “The district is in an extremely dire situation amid clashes between security forces, backed by tribal militants, and ISIS,” Karhout said in a statement on Friday.

    Meanwhile, ISIS is said to be preparing to attack the historic city of Samarra in the north after losing control over some nearby areas, including Al-Mutasim district.

    Prominent Shi’ite leader Moqtada Al-Sadr ordered his followers to prepare for an imminent ISIS attack within the next 48 hours in Samarra.

    In a statement on Saturday, the Salah Al-Din provincial governor Raid Al-Jubouri said Iraqi regular forces had “regained control over strategic areas south of Tikrit after two days of clashes.”

    ISIS carried out two suicide bomb attacks at checkpoints in Haditha city, killing and injuring dozens, the Associated Press reported on Saturday.

    Life inside the Islamic State:

    ERBIL, Iraq — As the school year began in Mosul, the largest city controlled by the Islamic State, the extremists sent a message to teachers: Report for work or lose your jobs.

    Then, directives bearing the group’s black flag and hung in schools dictated the new order. Males and females were split up. Girls were to swap their gray skirts and blouses for black gowns and veils that covered their faces. Sports were only for boys. Civics classes were scrapped. At the University of Mosul, one of Iraq’s top institutions, the schools of fine arts, political science and law were deemed un-Islamic and shuttered.

    The teachers were in a bind. Not showing up meant defying a group that often murdered its foes. But going to work could anger the government in Baghdad, which still paid their salaries. Out of fear, many teachers complied.

    Six months after the Islamic State seized Mosul, Iraq’s second-largest city, its efforts to overhaul the school system reflect the limits of its progress toward building a self-governing caliphate on the land it controls in Iraq and Syria.

    Although the group, also known as ISIS or ISIL, presents itself as a liberating, governing force for the region’s Sunnis, it has largely failed to provide civilian services, instead focusing its limited manpower on social control.

    The result has been a life of deprivation, fear and confusion for the city’s roughly one million remaining residents, according to interviews with 15 people, reached by phone inside Mosul, whose full identities have been withheld to prevent retribution.

    Electricity has been cut off for months, and spotty maintenance has made tap water undrinkable. Residents now chlorinate it, boil it or filter it through rugs. The Islamic State trucks in fuel from Syria for cars and generators, but the fuel is expensive and fills the street with black smoke. Shops still sell food, but prices are up because the Islamic State taxes trucks entering its areas.

    The salaries of public sector workers illustrate the paradox of jihadist governance. Although the Islamic State has vowed to erase the Iraqi government, it relies on Baghdad to pay doctors, nurses, teachers and others who keep civil institutions running.


    Mohammed, a high school teacher, said that since the Islamic State looted Mosul’s banks, one of his colleagues has crossed the front lines to Kurdish-held Kirkuk to fetch salaries. Back in Mosul, an Islamic State fighter monitored distribution, seizing cash meant for those who did not show up.

    In hospitals, factories and schools, the Islamic State has appointed “emirs” to oversee operations. From his office in the Islamic State-occupied education administration, an Egyptian known as Thu al-Qarnain, a name from the Quran, has called for wide-ranging changes, including striking the word “Iraq” from textbooks.

    But implementation has been spotty, Mohammed said, because the Islamic State lacks personnel. Gunmen near his school ensure there is no gender mixing, but there are too few to redact material in textbooks or to monitor classes. “They are too occupied with their war,” Mohammed said. “The most important thing for them is that we say they are the state.”

    The Islamic State has used similar means to shape life in other cities it controls. Many of Falluja’s residents have fled since the militant fighters took over this year, and services are minimal. But morality police patrol, and recently castigated young men for swimming in the Euphrates River because women might see them.

    “We don’t want to keep you from swimming,” a man said in a video posted online. “But we must follow the Shariah that Prophet Muhammad brought to us.”

    The group has made the most progress in the Syrian city of Raqqa, which it has controlled for nearly a year. But the United States and its allies often bomb Islamic State bases and oil facilities near the city, interrupting the group’s operations. And the Syrian government regularly bombs the city itself, killing civilians.

    In Mosul, the group’s fighters have become less visible since the United States and its allies launched an air campaign in August that has struck near the city. They drive civilian cars and have moved into homes vacated by Christians and Shiites, sometimes with their wives and children. Dozens of fighters sleep in a historic church, a target the United States is unlikely to bomb.

    This month, amid talk of gathering ground troops from the area to fight the Islamic State, the group instituted a “sponsorship” system, whereby anyone wishing to leave the city must register with a “sponsor” who would remain in the city and could be arrested if the traveler did not return.

    The group maintains some local support. It has heavily recruited men from Mosul’s poor hinterlands for its Islamic Police, giving them guns, salaries and patrol cars, and arranging their marriages. Other residents distrust Baghdad and its heavy reliance on Shiite militias, which have committed abuses in Sunni areas.

    “The question is: If not ISIS, then who? The militias and the military?” asked Haidar, a shopkeeper. “People say it is better to have ISIS.”

    Mosul is largely free of the daily car bombs that shake other Iraqi cities, although the Islamic State broadcasts its violence, screening videos of battles and executions at media booths at intersections and mosques.

    Navigating the new order is a struggle for many residents.

    After the militants seized the city, Ban, a 46-year-old pharmacist, donned the veil and stopped driving herself to work. But the Islamic Police confronted her in her pharmacy, asking where her husband was and why she did not cover her face.

    “I was thinking that they might take me somewhere and of all the stories of the women who have been kidnapped and raped,” she said.

    Her husband visited the Islamic Police and signed a pledge that his wife would stop working. But to keep the pharmacy open, the family hired a man to work in the front while Ban hid in the back and filled prescriptions for patients she could not see.

    Checkpoints appear randomly. Gunmen check IDs and search men’s cellphones, looking for secular songs or chats with girls. Punishments range from religious lectures to fines to lashings.

    One man, Khalid, said that gunmen came to his house in July while his family was eating breakfast and arrested his father, who is in his 60s, along with other men from the neighborhood.

    Khalid was too scared to follow up, but his neighbors went to a Shariah court set up by the Islamic State to ask about their relatives.

    “They never responded,” he said. “All of their talk is lies, lies, lies. They said that he’d be back in a few days, but there has been no news.”

    In videos released online, the Islamic State portrays itself as a benevolent force and characterizes resistance as an attack on Islam.

    After the Egyptian jihadist group Ansar Beit al-Maqdis pledged allegiance to the Islamic State, the group released a video of its fighters parading through Mosul and distributing candy.

    Another video showed it training a few dozen young boys in black uniforms to fight with knives and carry rifles. Yet another showed bearded men giving toys to children in a park and quizzing them.

    “What is the name of the month when we fast?” one man asks.

    “Ramadan!” a crowd of young girls screams.

    “Who is the leader of the believers?” the man asks.

    “Abu Bakr al-Baghdadi!” the girls yell, giving the name of the leader of the Islamic State.

    Hundreds more British troops are being sent to Iraq next month to bolster the fight against Islamic State (Isis) militants, compounding fears of “mission creep.”

    The defence secretary, Michael Fallon announced an additional deployment of British combat-ready troops numbering “in the low hundreds” to help train local forces battling Isis forces, who control vast swathes of northen Syria and neighbouring Iraq.

    Fallon said details of the contribution to an international mission were still being finalised but would likely include a small contingent of combat-ready British soldiers at four US-led “safe” centres, one in Kurdistan and three near the Iraqi capital Baghdad.

    US Senate backs further defence spending for anti-IS fight

    The US Senate has approved a new annual defence bill expanding the military campaign against Islamic State (IS).

    The bill approves a general Pentagon budget of $496bn (£316bn) plus $64bn for US wars abroad.

    The measure also authorises the training and equipping of moderate Syrian rebel fighters for two years.

    The bill had already been passed by the House of Representatives and has now been sent to President Barack Obama to sign into law.

    IS controls large areas of Syria and Iraq, imposing a rigid version of Sunni Islam and persecuting or killing non-believers.

    The US-led coalition has launched more than 600 air strikes against IS militant targets in Iraq since the campaign began on 8 August.

    The US, with Bahrain, Jordan, Qatar, Saudi Arabia and the United Arab Emirates, has also carried out almost 500 attacks on IS in neighbouring Syria since 23 September.

    Until now, US operations against IS had been funded from the existing Pentagon budget.

    The new bill, which was passed by 89 votes to 11, approves $3.4bn for the direct deployment of US forces against IS, and a further $1.6bn for training Iraqi Kurdish forces for two years.

    A big positive to me and many others is that the A-10 warthog was barred from retirement. There simply is no replacement for that bad boy, and taking that money to just spend on even more F-35 is not acceptable. The A-10 is now being used against ISIS in Iraq.

    Around 100 Syrian soldiers and 80 Islamist fighters were killed during a two-day battle in which insurgents captured the Wadi al-Deif military base, the Syrian Observatory for Human Rights monitoring group said on Tuesday.

    The Britain-based group said Islamist insurgents including al Qaeda's Syria wing, the Nusra Front, on Monday took the base next to the country's main north-south highway linking Aleppo with Damascus. Fighters also captured the smaller Hamidiya base, southwest of the Wadi al-Deif, the Observatory said.

    The group said that around 120 soldiers were captured in the assault, citing insurgent sources.

    Forces loyal to President Bashar al-Assad had previously managed to repel numerous attacks on Wadi al-Deif in Idlib province, which has been surrounded by insurgents for two years.

    Reuters could not immediately verify the report by the Observatory, which says it tracks the conflict through a network of sources on both sides.

    Syrian government officials were not available for comment. Syria's state news agency SANA said that the army had killed several "terrorists" in Idlib province.

    SANA also said on Tuesday that the army had killed more than 60 "terrorists" from the Islamic State militant group in the province of Deir al-Zor, hundreds of kilometers (miles) east of Idlib.

    Syria's war started with a pro-democracy movement that grew into an armed uprising and has inflamed regional confrontations. Some 200,000 people have died in the conflict, according to United Nations estimates.

    1. Nullifying the Imān (beliefs) of a person who seeks judgement other than the Sharia
    2. The obligatory of subjugation and acceptance of Shar’i rulings without finding in themselves discomfort.
    3. The one who rules/judges with other than Allah has revealed is a kāfir (we seek refuge from Allah) even if he prays, fasts and claimed to be a muslim.
    4. There is no better judgement than the judgment of Allah, and all other judgements are Djāhiliyah (pre-islamic).
    5. When Allah judged between His servants, He judged between them as The All-Knowing and All-Wise, so there is no one that knows better than Allah nor is he Wiser than Allah.

    So because the Islamic State believes in Allah Sūbhānahu Watāla who revealed the Kitāb, and disbeliefs in the United Nations whom are in war with the Lord of all lords, and disbeliefs in the laws implemented by the creations created from clay (man-made laws), we promise Allah Sūbhānahu Watāla to govern with His Shariah on His earth between His servants although the kūfar dislike it. And we wish to explain the Hūdood of Allah Sūbhānahu Watāla as a warning:

    1. Insulting Allah = Killing.

    2. Insulting Messenger of Allah = Killing even if the one who did it repents.

    3. Insulting the religion = Killing.

    4. Zināh = If married, stoned to death. If not married; 100 lashes and banning from the land for the period of 1 year.

    b. The one who kills merrily = Killing
    c. The one who steals merrily = His left hand and right feet will be chopped of.
    d. The one who scares the people = Banishing him from the land

    We are scaring people with their Lord (Allah) and we call them to enter His Mercy, by surrendering to His Commands and avoiding what He forbade because all the good (khayr) is in it, and there is no good in one who is sentenced if he doesn’t surrende himself to the Sharia of His Lord, and there is no good in a judge if he doesn’t judge according to the Sharia of Allah between His servants. The Islamic State will not be lenient in this great purpose, for whom they offered hundreds of shūhadā from their innocent and pure sons. Rather it (even) implemented Allah’s Law on its own soldiers. And the sentences to kill them are more than one.

    ISIS was originally created to fight against Syria's Assad. Assad regime is a hard rock, so the ISIS turns onto Iraq. Iraq's government is a puppet set up by the US. It is so corrupt that once attacked by the ISIS, Iraqi military collapsed. That's the sudden rise of the ISIS. To save the puppet Iraq government, US has to activate it air force to support Iraqi army.

    Still, US wants ISIS aiming at Syria's Assad. That's why US didn't touch the only three jets ISIS had had. They hope ISIS could use it to attack Syria's army. Realizing it would be a threat, Syria's air force destroyed the jets ISIS owned. That's the story.

    On Monday morning, the Al-Nusra Front was able to finally capture Wadi Al-Deif after a 2 year long siege that required them to disregard their losses in order to make a significant push into the base. The Al-Nusra Front reportedly confirmed that they suffered 63 casualties in the fight for Wadi Al-Deif, but what they failed to mention was that these 63 casualties were a result of 36 hours of intense firefights.

    Further adding to their plight, the Al-Nusra Front was forced to withdraw from the Al-Zahra Quarter in west Aleppo after suffering significantly high casualties in a matter of 3 days due to shelling and firefights that engulfed this area. Over 80 Al-Nusra Front militants were killed in those 3 days and a large number of armed personnel were reportedly wounded; this left them no choice but to withdraw from the Air Force Intelligence building’s vicinity.

    Also in the Aleppo Governorate, the Al-Nusra Front has besieged the 2 predominately Shi’i populated villages of Al-Zahra and Nubl, failing to breach Hezbollah and the National Defense Forces (NDF) defenses on more than one occasion. Last week, after losing over 100 fighters in southern Nubl, the Al-Nusra Front withdrew from the southern perimeter of the village, abandoning their positions at the recently captured factories. The Al-Nusra Front is still unable to break into the 2 villages; however, this has not deterred them from spending countless lives trying to capture them.

    An American force has fought its actual first battle against the Islamic State of Iraq and Syria “ISIS” organization during a counter-attack that was carried out by tribal forces

"He points out that the clashes took place between 1 a.m. and 3 a.m. on Sunday night.

    Assad base is located 90 km from Ramadi city , the capital of Anbar province, as it was established in a nearby meeting point between the Iraqi-Syrian and Iraqi-Jordanian border, an area of 26 square kilometers, noting that the Euphrates River and industrial lakes are surrounding them from several directions.

    Sheikh Mahmud Nimrawi, a prominent tribal leader in the region, said that "US forces intervened because of ISIS started to come near the base , which they are stationed in so out of self-defense , they responded , welcoming the US intervention, which I hope will "not be the last."

    He added, "We have made progress in al-Dolab area, in which ISIS has withdrawn from to the villages beyond, after the battles which involved a private American force , and provided a great impetus firearm, and opened hubs around the region enabled them to storm and surprise ISIS fighters."

    The American power has withdrew from the region, towards Ain al-Assad base, after the end of its mission, as Nimrawi explained , revealing that the "US promised to provide tribal fighters who are in that region exclusively with weapons.

Indeed it was these advances, not the earlier capture of Mosul that prompted the US to take decisive action against ISIS, bombing them, while providing the the Yezidis and Kurds with airdropped supplies.

    While over the course of the succeeding 4 months ISIS either continued to advance, or was fought to a bloody stalemate, at Mt Shingal, Yezidi and Kurdish forces making up the EPS managed to hold out against a siege by the Islamic State. After the initial US airdrops and evacuation flights, the total number of people left on the mountain was reduced to around 5000, who refused to leave without a fight. Using only mostly small arms, they managed to leverage their knowledge of the area and its difficult terrain to prevent ISIS from taking the entire mountain.


    Over the last few days, joint Kurdish forces have made unparalleled gains against the Islamic State group. From the north-east Iraqi Peshmerga forces have advanced from their front lines west of Mosul Dam, while on a second front, Syrian YPG forces advanced from the north west, opening up a corridor from Ja’zah in Rojava, across the Syria/Iraq border and towards Mt Singal.


    The siege was first broken on the 18th of December when Peshmerga forces took the town of Zorava, on the eastern flanks of Mount Shingal. They then linked up with allied fighters who had been holding position on the mountain, and proceeded to take several towns on the north-eastern side of Mt Singal. Concurrently, YPG forces took a number of Iraq-Syrian border towns on the 19th, and then proceeded to capture Duhola and link up with EPS forces from Mt Shingal.

    Today Kurdish forces continued to advance their two pronged attack on ISIS forces in the region. Peshmerga forces blocked key routes between Tel Barak (controlled by ISIS) and Mt Shingal, and then pressed on to attack the town of Shingal itself – the largest in the region. After a series of reportedly intense firefights, Peshmerga fighters managed to capture the center of the city, forcing ISIS to edges of the city.

    Pro-Kurdish media outlet ‘Rudaw’ quoted the Head of Kurdistan’s national security council Masrur Barzani as saying: “This is the biggest victory against ISIS since the beginning of the War.”

    While such proclamations are somewhat premature, given the ongoing fighting within the city, it is clear that the Islamic State as suffered a severe defeat. Tens, if not hundreds of its fighters have been killed, and they have been forced to yield hundreds of square kilometers of territory. Should the Kurds be able to hold this land for a significant period of time, it would go some way to vindicating Obama’s strategy of coordinating Coalition airpower with partners on the ground to drive back ISIS.

    The U.S. State Department has approved sales of tanks and other armored vehicles to Iraq as part of a deal worth about $3 billion. The latest development coincided with a statement from the Department of Defence announcing the deployment of more than 1,000 U.S. troops in Iraq next year.

    “The State Department has made a determination approving a possible Foreign Military Sale to Iraq for M1A1 Abrams tanks and associated equipment, parts and logistical support for an estimated cost of $2.4 billion,” the U.S. Defense Security Cooperation Agency (DSCA) said in a statement on Friday.

    The agency released another statement on the same day, saying that the State Department has approved “a possible Foreign Military Sale to Iraq for M1151A1 Up-Armored High Mobility Multi-Purpose Wheeled Vehicles and associated equipment, parts and logistical support for an estimated cost of $579 million.”

    According to DSCA, the implementation of the proposed sale of the Abrams tanks will require approximately five U.S. government and 100 contractor representatives to travel to Iraq for a period of up to five years for delivery, system checkout, program support and training.

    On Friday, U.S. Defense Secretary Chuck Hagel also announced that up to 1,300 more U.S. troops, including about 1,000 soldiers from the U.S. Army’s 82nd Airborne Division, will be deployed in Iraq in late January.

    “Their mission will be to train, advise and assist Iraqi security forces,” Pentagon Press Secretary Navy Rear Adm. John Kirby, said in a statement. “This deployment is part of the additional 1,500 troops that the president authorized in November.”

    According to Kirby, the newly deployed troops will train 12 Iraqi brigades, including nine from the Iraqi security force and three from the Peshmerga forces.
