Start a slow bulk, doesn't look like any point in cutting further.

I personally would not worry about either for the first couple of months. I may be wrong but it seems like you have little experience in the gym. Get serious in the gym for three months first and then post pictures for the same question.

So its better to start a bulk? And if so , ny bmr is 1800 so how much calories to eat for clean bulk?
Or its better to cut for 2 monthes and then bulk?

And what is my bodyfat percentage?

I feel your pain man, I have the skinny fat body type as well. Since you're new to lifting and just starting out, I wouldn't focus on cutting or bulking. You're going to get newbie gains when you start working out which will tighten you up. I'd suggest eating at maybe 200 cal surplus and let your body recomp a bit. Track your calories and macro nutrients and be diligent. The gains will come, my friend. Best of luck.

If a person is truly "skinny fat", then the answer should pretty much always be bulk. If instead, you're just "fat fat", then my answer would generally be cut first or eat at maintenance and lift hard if you really don't want to cut. Those are my recommendations anyway.

Too early to bulk or cut, at this stage. Lift hard is my recommendation.

I would guess your BF% to be in the 20% range.

On your novice level it is possible to gain muscle and lose fat simultaneously. So, I'd say recomp.
