Hey guys..
So I've been exploring this forum for quite some time now. All the information that I've read so far have been very helpful and very great appreciated.
I am not sure if I should post but was wondering if someone can provide me with some advise.
I've been cutting since January, eating abut 1600 calories. By the way, I'm 29, 5'10" and 140. Waist: 30 (But loose) Started off around 158lbs and now at 140 now. Decided to cut because of the high fat I still had...
I've somewhat built some definition at least, but still have some body fat left. Honestly, I don't know if it's fat or just loose skin (Previously I did lose about 50lbs in about 3 months). I would consider myself, "skinny-fat". I look thin in clothes but still have some sagging at the lower ab area. It's more visible when I bend over and you can see the excess skin/fat, or whatever it is from both the front view and side.
So I was wondering, should I just continue to cut to attempt to get rid of the excess fat, or start bulking to fill the loose area in and then cut again? I feel I can keep cutting but I'll still have that sagginess/excess skin/fat.

You are not skinny fat, you are simply skinny with a bit of loose skin. Imo you do not have enough muscle to keep cutting and it's time to go on a slow bulk, partly to fill out which can help slightly with the skin also a small calorie surplus can help with skin recovery along with time (personal speculation).
