I'm far from an expert on the BF percentagea but I'd say that is 20% at the least. And what are your lifts? If you have a decent strength level and you really want to, I'd say you can cut. But yeah, at 145, I doubt that is the case so I'd say just eat a 500kcal surplus and gain some strength before cutting.

Meet PRs: 325/203.9/413.4 total: 942.3lbs
Front Squat: 185lbs
OHP: 145lbs
