The rule is though, that the HOV lane is supposed to be the fastest lane. If you wanted to go faster than the Civic you're sorta phucked because you're not supposed to pass on the right. He said "He doesn't have a sticker" either, implying it was a singular driver, not going faster than the right lane drivers, without and HOV sticker, which is illegal and annoying.

edit: A few posts above is correct. If you ever read to DMV handbook it states it is illegal to drive in the left lane for an extended period of time and it's only to be used to pass other cars.

No **** you *******, people in our country can actually drive most of the time, and as someone who drives 85+ on motorways I've come into fair share of people driving slowly in the lanes, but if you're someone who takes pride in tailgating you probably also do it when the person in front is just stuck in the flow of traffic and you think you're more important.
