you'll notice theyre pretty pumped up at the end of an arm/shoulder/back workout (mine are anyway) so yeah they get done while training other body parts, but I've noticed mine have gotten a fair bit more muscular since i started incorporating wrist curls and hammer curls into my arm workout. Basically they're a muscle group like any other so its always good to do atleast one exercise that target them specifically.
Plus, having stronger forearms/wrists will help eliminate any problems you may encounter with them while doing heavier exercises (deadlifts, shrugs, etc)
