Consuming carbs preworkout goes a long ways, also when body temp is increased, vasodilation occurs.
Nitrates are great for endurance and pumps/vascularity, check out Power Shock.

Hemavol + Potassium Nitrate = SICK Vascularity.
If you want it even more hardcore, you can add a great dose o fGlycerol Monostearate (GMS)
GMS is found in Hemavol, but a higher dosage would be even more hardcore.
Glycergrow from Controlled labs is nice add on
But your diet (meaning low % of fat in the body% is needed.)..100% natural and proud of it! (No PH's,DS's,AAS, etc.)
From 135 lbs to 227 lbs (naturaly and with severe obstructive sleep apnea)
Even with poor sleep you can gain thanks to quality food and good workout plan

if you want even more insane vascularity. Make your pre-workout meal VERY high in sodium. I'm talking at least a gram here. Pre workout i eat an omelet with lots of salsa/mustard and lots of high sodium spices and the vascularity and pumps i get in the gym combined with hemavol and tropinol xp are just mind blowing.....

Fat ass with 140/90+ will be extremely vascular then?
In the bb world, where people pursue an ideology of high muscle/low bf body comp...instead of the marathon/long distance running world where the idea is to be as lean as possible as the expense of muscle and fat...comparatively a person low in bf will reveal more vascularity then a person of higher bf. Even if the person with higher bf has higher bp. Will a high bp bring out vascularity? Sure. But it will not help someone of 15+ bf look more vascular then someone in sub 10s in the long-term. And really if someone is willing to induce high bp for long-term vascularity they are a ****ing idiot.

Vascularity is a superficial phenomenon created by veins, not arteries. Therefore, the skeletal muscle "pump" (I'm not talking about a pump you get while lifting; I'm talking about the phsyiological mechanism of bloodflow through skeletal muscle during isotonic exercise -> muscle contraction facilitates increased venous bloodblow) is important, which means that the amount of contractions per unit time + bloodflow demand of the tissue will dictate the skeletal muscle aspect of vascularity.
What people don't realize is that bloodflow to the skin (mediated almost entirely by the SNS) makes a huge difference in superficial vascularity. Bloodflow to the skin is increased via sympathetic disinhibition when central bodyheat rises + sweat glands are stimulated. So the overall training intensity and ******t temperature will also dictate a significant portion of vascularity.
Bodyfat %, while commonly cited, is a little fickle because it follows an inverse U-shaped curve. Obese individuals and extremely lean individuals have excellent superficial venous visibility...and you really need to start approaching either extreme to notice a benefit in this regard.
Summary:
-Amount of isotonic contractions
-Training intensity/tissue demand
-Core temperature (therefore, thermogenic ingredients can improve vascularity)

Are we talking increases in vascularity during workouts or increases in permanent vascularity? I really doubt people are going around doing curls to maintain vascularity in their arms outside of the gym...well I'd hope atleast. Which in the case of permanent vascularity increases the best bet is genetics + low BF.
Looks like coop is talking about during workouts, I've been talking about outside of workouts and increases in permanent vascularity.
