I think Roelly has surpassed Phil in every aspect of arm development (no small feat). When he's full, like he was at this year's Olympia, his arms are GOAT status.

The best Roelly has ever looked imo. His posing is still a bit awkward but light years ahead of how he started that's for damn sure.

There was a show where they were onstage together and I noticed it looked like Roelly may have more forearm development. Might have been last year's sheru.

Reached? I've seen both in person very close. Ask anyone in the business ( I have ) and they'll tell you Roelly has the best arms in the business right now. Balance, size, development. I watched it live at the photoshoot. Also Phil uses that left arm often. Just his natural strong side. He even mentioned yesterday. He is still obviously very impressive. But Roelly is on a whole other level in terms of all 3 heads being developed.
If you've ever seen tri's come out 6" like this in real life. Your jaw would drop. I took this picture the day after his win in the 2013 Chicago Pro for the unaware.

I honestly believe this guy is going to come in top 5 at next years mr olympia with how much he's improved this year, and is only 36, which in bodybuilding now a days, is the prime of a guys career. He looked unbelievable this weekend.

Certainly in triceps, although perhaps not in overall arm development. Phil has better biceps.

I think Roelly's got the best arms in the sport right now, no doubt.
But Phil's arms are not too shabby either, and they suit his physique really well.
