Dietary fiber requirements are based on calories, they're not some arbitrary number that applies to everyone. For instance, it doesn't make much sense that 28g of fiber would be adequate for someone eating 4,000 like it would for someone eating 2,000 calories.
As a general rule, 0.014g/calorie will give you a rough estimate of your fiber needs.
