Not that I don't think the shoot out was poorly done..but. Hank and Gomie didn't take cover before hand because they didn't even know the two cars were a threat, their first thought was travel police (idk wtf that is). And if they had started moving for cover during the stand off that might have sent the wrong signal and kick started a shoot out that they didn't want to happen

Here's what happens to Todd.

Todd ends up using Saul's guy and goes to Dillon, Texas changing his name to Landry. There he also goes hardcore and kills a guy but is able to get off on charges. He then goes on to play football for Coach Taylor as a kicker.
