Well I used to first do weights and then I used to do cardio, now this last two weeks I changed. By this I mean that first I do cardio (treadmill) and then I do weights. Today I had chest and biceps. Is it normal that I cannot lift like usual? I am not very strong, so biceps I used to lift 22 lbs, but since I started first running I am lifting lighter. The thing is I cannot do the sets I usually did. This lack of strength I only started noticing it when I started running before weights.
QUESTION: Am I not lifting like before due to cardio making me tired?

Doing cardio before lifting will reduce energy levels, I wouldn't recomment it. You want to be able to give 100% to your lifts. Cardo after lifting is actually better for burning fat anyway, since lifting burns glycogen first, making it more likely the cardio will be burning fat and not just glycogen.
For intense cardio, not just a cool down, I'd really recommend doing it on it's own day, not the day before leg day and probably not the day after leg day, so you can give it 100%.

Well the "pump" is caused by trapped plasma within the muscle. For the most part muscles will almost always seem fuller directly following a workout. This is only temporary.
The fatigue will all be based on how much cardio you actually do. Running a bit for a warmup isn't a big deal, but if you are running over a mile I would leave it at the end of your workout.College Football Training Log - http://forum.bodybuilding.com/showthread.php?t=152135513
