You can but the material the floor is made of might be an issue. Bamboo is a natural material and is actually the only thing that Pandas eat. Given that the number of areas with enough bamboo to sustain the dwindling Panda population is decreasing by the day your gym may become a source of food for the Pandas. Slowly but surely (female Pandas are notoriously picky and always worried about their weight whereas male pandas are always striving to be in the best shape for the females) your floor will be eaten away by these cute and very pesky bears and your rack will eventually start to tilt and then collapse onto the floor beneath. I would reccommend putting some stall mats down to stop the Pandas getting to the bamboo floor.

I'd be careful...depending on the quality...bamboo can be more brittle than conventional wood floors. Too much weight could crack the tongue or groove...and leave you with a few squeaky spots in your floor.

Yes, you can use power rack on bamboo floors. But it totally depends on the quality of bamboo floors. bamboo flooring are available in great quality. They offer bamboo hardwoods in more than 30 colors and styles including strand woven bamboo, handscraped bamboo and engineered bamboo, as well as click-lock floating and tongue-and-groove bamboo flooring.
