Is it necessary to isolate lower back or will it get toned just from lowering overall bodyfat? Will isolating your lower back help in the process of toning it up when trying to lose body fat or is it not needed?>

I think what you want to do is make sure you have a good work out plan that develops all areas of your body so that when you do reduce body fat that you have something to show underneath. Isolating in effect will help but it won't necessarily make that areas body fat leave any sooner; you'll have a stronger back though. It will come off when it is basically it's turn to come off; belly, love handles, and back fat are generally the last to go.
