I need a good tricep routine, preferbly no skull crushers because even just using a 30 lb barbbell puts too much stress on elbow and feels terrible? reps

There are tons of good exercises for triceps. I have the same problem as you and have found that dips work great as long as I manage to keep my delts out of it. As soon as they start helping I get mad pain in them.

Close grips are good, but they'll wreck your wrists when you get stronger and use heavier weight.

I'm pretty limited with my tricep work too as I have to lift with a torn labrum until surgery in January, but here's what I manage for my routine.
Close Grip Bench Press
Tricep Pushdowns with v-bar (make sure to keep your elbows back and stick your chest out; This will take pressure off your shoulders and therefore utilize your triceps more. I used to not feel tricep pushdowns too much when I'd do them, but this made them a lot more difficult).
Cable Kickbacks (I superset these with the push downs).

My 3 staple tricep exercises are:
Tricep extensions/pushdowns (with a rope, straight bar, cambered bar, or V-bar)
Close grip dips
Overhead extensions (if skullcrushers give you elbow pain, try doing them a.) on a decline bench, and extend your elbow behind your head while performing the exercise, or b.) standing up. Or c.) using a dumbbell or cables)
