I think the left side of the picture posted better encapsulates what Justin meant when he wrote that page (granted, how would I know? I'm not Justin ). Meaning, someone getting big for the sake of strength is just going to keep growing, keeping their weight w/i certain limits ofc, but not caring whether or not they see abz or have a cute v-taper or whatever. Whereas someone getting big for the sake of "aesthetics" would probably never reach the level of bf in the left picture without going on a cut before continuing bulking again.
The overarching point is naturally that when people who have traditionally trained/eaten for strength cut, they look just as good if not better than someone who's only been training/eating for aesthetics for years and years.
That's why I like to call it "eating for strength" versus "eating for aesthetics". Eating for aesthetics means cutting or lean bulking, eating for strength equals...
Eating is training. Beowulf had Grendel. We have Mongolian and Chinese buffets. If you dont have at least one dining experience every couple of weeks that resembles an epic struggle worthy of telling over beers, youll be putting from the rough for the foreseeable future.

Not as long as you are still at 200+... we all know you going to bulk back past 200 again anywho. ;-)
If I dieted down under 200 I would probably look pretty sick... but I am busy gainings strength still... and being a weak ******* with abs would make me a sad panda. I'm slowly losing bf doing what I am doing anywho. :P

He also says "Whatever program you follow, just follow the basic tenet of progressive overload" so he's always focused on getting stronger. I've also seen him bench around 350 I think it was. He's no slouch. So he can say what he wants, I'm not buying it.
There will also always be the exception to the rule.

Timerwolf has said somewhere that he trains legs... 3x a week. I saw a bench routine posted in one of his youtube videos where he benched 315x2 where he was doing mostly 4 rep sets on bench, and we've seen him low rep 405 on squats. He clearly incorporates heavy power training in his routine.
