I'll try to explain this as simply as I can. It's all about risk. Every military decision carries some risk. Typically, risk to your soldiers' lives and the magnitude of your offense are inversely related. Sure, Israel could send all the IDF soldiers and have them confuse these "protestors" with sprinkles. And while they're being confused with flying sprinkles, a lot of water is dumped to wash them away somewhere. Problem is, Israel would then be risking all of its soldiers at that point, as they could easily be attacked while blowing sprinkles around. On the opposite extreme, 2 helicopters could be sent out with snipers and they would take out these "protesters" until the remaining ones flee. Pretty extreme solution, but with very little risk to the IDF soldiers.

Now, all countries value the lives of their men more than those they're at war with. This is the main factor which limits the amount of risk a given army is willing to take on its own life and therefore limits how 'humane' they're going to be towards the enemy.

Now, how much risk do you expect Israel to take in this scenario and why?
