Im going to start measuring my biceps to keep an eye on my gains . what is the best way to do it ? before my workout or after the workout ? to relax the muscles or tense ?

The best way would be to measure them regularly, and with the same methods every time. So make sure you don't measure at an angle.
I would say you should measure flexed and unflexed before working out, and the same after you work out (so you have four measurements). That way you will get an idea of your maximum and minimum sizes at flexed, and also at unflexed.
Things will fluctuate (water retention, blood pump).
