Perhaps gross speed violations, that are accompanied by a dangerous driving charge, however you did not specify.
So are you saying ANY two speed violations will result in "serious" jail time (term?) Do you realize how already overcrowded the prison system is, and in a fiscal sense how much it costs governments? There are a lot of things people do while driving that would fall under "reckless driving" if you consider all speeding to be reckless. Someone can be speeding, yet still safer than people eating, shaving, applying makeup, texting, messing with the radio, etc,. It can be argued that some speed limits are more for revenue generation than safety. Increasing driver training and making it more difficult to obtain a license does more to increase public safety on the roads than setting speed limits. Germany's autobahns have an excellent safety record compared to any speed restricted public highway.
