I'm looking for a solution to my current olympic bar problem. I'm Canadian and right now my garage gym is pretty cold. It's a big tall garage, my heater is a parabolic Costco job that was fairly cheap, it keeps me really warm but the bar remains freezing cold.
I hate wearing gloves. I was wondering if there was some sort of latex or rubber product that I could apply over the knurling of the bar so that when i held it with my bare hands it would warm up and not cause my hands to freeze.

I hate wearing gloves too....but a $15 pair of Mechanix gloves from autozone worked nicely this morning in my 14* garage...

Cold is relative to what you are used to on a daily basis. I have lived in Phoenix for 20 years. In the summer, it is 110º. When it hits 40º here in December and January, I'm cold. All my body knows is that it's 70º colder than it was a couple of months earlier.
And, I know cold. I lived in Upstate NY for 25 years. Sub-zero temps were normal.[]---[] Equipment Crew Member No.19

OP, I use one or two hot water bottles (depending on what bars I'll be using). When I get to my garage I just place the bottles on the barbell, get my lights etc ready, then wrap the barbell for a few seconds in each place.
When I'm barbell pressing I'll then leave the water bottles pressed up to my DB handles, latbar or hammer grip bar (etc) to warm up, works very well.

I'm sure the easiest solution is to quit your job, sell your house, buy a villa in the Bahamas (with a garage of course), change citizenship and move.
But until you can get the paperwork done, you might want to try putting some of that cheap foam sleeve pipe insulation on the bar and try it out. The sleeve is soft, but even crushed by your grip it should provide some insulation from the cold.

Once, at my local gym, I went into the locker room to take a leak. There was this little hairy, naked guy (probably my age) with it swinging down to his knee. He was really showing it off and smiled at me (WTF?!?) and winked. Me, being me, told him out loud, "if you want to impress me with that, have it hold up a barbell with 2 plates a side."
