Strong speculation.
And nobody has dropped any nukes on personnel since then. Why? Because anyone with nuclear arms is part of the MAD agreement with the USA and other nuclear powers.
Anyone who is not part of that agreement is considered the USA (and UN collectively) to be a rogue state and has the USA's arsenal pointed directly at them.

Not gonna read through this whole thread, but the dude who said we were prepared to drop the next bomb on Tokyo is completely incorrect. We had a total of two nuclear bombs and bluffed the Japanese government into believing we had an entire arsenal.
Also, the Japanese were some sick fukks. They carried out tests like attaching a prisoner's eso****us to his intestines just to see what would happen, and they'd do it with the person fully awake, no medicine. Flame throwers were tested on humans, as well as grenades exploding at different distances for testing purposes. Sick ****. Read up on Unit 731.Braves - Panthers - Hawks - Gamecocks

the truth is simple:
1. Truman or whoever behind issuing the order to drop the bomb was, wanted to test his new toy on live civilian population in order to fully understand the effects
2. He wanted the whole world to see the extent of the American military might - this very possibly resulted in the Cold war not escalating to WW3 and prevented a nuclear holocaust, because everyone quickly understood what the results of a full blown nuclear war would be.
So in a way, this bombing prevented deaths of billions.
