Parts of it were.If you know the east end, the filmed it near the Eastern avenue Post Office plant (South Central plant) just north of it and west of the Queen Street streetcar yard. Basically in the Greenwood and Queen.E area. Minto Street,Knox Avenue,Memory Lane,Sears.ave.There were some really dilapidated properties there back in the day.We had a mom and pop store at Queen and Greenwood where i thought i was entering a Little Rascals scene every time i entered."How much money you got kid? Show me" wood plank floors, brass register and mom and pop were pushing 100. LOL Store is now an antique store.Same floors too. Man i starting to miss T.O. time for a stroll down memory lane again.
Do a google earth map search for those areas and play around with the views from that.
I lived on Hiltz.Ave as a kid. Went to Duke,Woodfield and Danforth Tech. Kids i knew family owned the garden center on Queen.st where they bought the tree in the movie, again right next to the streetcar yard.

Hate to say it, but sometimes water seeks its own level. Uninteresting men, usually attract and therefore like... uninteresting women. Strong women often intimidate them. Just my take.
