How many sets/reps for toning up?

I'm a bit unclear on this part. Many people told me I should tone up my muscles first and drop some weight before I bulk.
    Spec: 6'2"
    Weight: 255
    BF%: 20-25%
    Goal: 10-12% BF
So how many sets/reps should I be doing if I want to tone up first? Should I do all my exercise 5x10?

Toning is a myth. In order to get more "toned," you need to have less bodyfat.

Ive always thought after you bulk up, you need to do cardio and do more sets/reps with lighter weights?

Doing more sets and reps with lighter weights will not make you look "toned." It's a popular myth. Having lower bodyfat is what produces the "toned" look. You can do this with cardio + dieting. You can continue to lift heavy to maintain your muscle mass.
