Okay, so my chest has no muscle in the middle. It's all bone.
Is this something I can fill out by developing my chest? Or is it just genetic and I can't get the blocky look.

Wow you suck at drawing i have no idea what that was which you just drew.
Pictures would help explain, but if its a gap in between your two pectorial muscles, then yes it is a genetic thing, but if its just lack of mass in your inner pecs, then its just lack of muscle hypertrophy in the inner chest which can be fixed. Muscle can only be built where there is muscle fibers.
If the gap is somewhat similar to this, then yes its genetic.
