Here's some info I found on another site about the NPC decision on bikini and other stuff
Harbody Exclusive: NPC National Updates
Isaac Hinds | Hardbody Exclusive, Girl Stuff, Industry News, misc, NPC Nationals | Thursday, 20 November 2008
* There will be a NPC bikini division starting in 2009. There will be a pro bikini division that will begin in 2010. If you do well in figure you won?t do well in bikini. They will be looking for two different looks. There will be no capped delts awarded in the bikini division. You will not be allowed to compete in figure and bikini at the same show. The bikini division will be added to National level shows with Pro cards awarded. There are a number of rules and regulations that have been set and I will provide more of these details later.
* The one piece in fitness and figure has been eliminated in NPC contests on all levels.
* NPC qualifications will change - instead of two it will drop to one year. There are a number of details on this but starting in 2009 if you qualify for a National level show it will be for ONE year instead of TWO. This is for all national qualifications. Fitness, Figure, Bodybuilding and soon Bikini.
* There will be another IFBB Pro card added for the female bodybuilders in 2009. The 2009 NPC USA contest will now award two pro cards to the female bodybuilders. The overall and the runner-up will both receive IFBB pro card eligibility. This will now match what the men receive at this contest.
* NPC JR USAs will be held in Charleston, SC and the new date for this contest is May 23, 2009. This event is also slated to have the first NPC National level bikini division. More information on this contest to come. Tres Bennett does a tremendous job and is a great show for the women to get involved on the national level."I will persist until I succeed!" - Og Mandino

*sigh* who knows...what does capped delts mean? In other words, it is soooooo subjective, I have developed arms and shoulders, but by no means do I rip a shirt, so I suppose it will depend on who is judging and what they like?? Surely it's not just for girls who like to swim but actually exercise...with...gasp....weights?

Bikini Contest - NPC
Does anyone know if the judging standards for figure has changed? Are the going to allow a little harder, more defined look?

Need info and opinion.
Is this the same organization that is holding the West Texas Classic in Lubbock on March 28th '09? If it is I am trying to convince my wife to compete on the bikini catagory of that show. Ladies if you don't mind taking a look at her profile and let us know if you think she has a good shot. Her profile name is Makaitibubrn or you can see her in my friends list.

I guess I'm hoping that figure will go a bit harder (the way it used to be) and bikini will just be a softer look . . . not just the fake boob thing. I'm trying to decide which I will compete in myself this year . . . I'm curious to see how the first NPC bikini contest will turn out . . . the Flex 2008 contest . . . some did have some nice definition . . . we will see . . .

09 figure judging standards
according to a gf of mine who will Be judging the 09 npc shows has said to me "bikini is no capped delts or quad sweeps". This **** is ridiculous. Im a 130-something lb 5'2 figure competitor who is on the muscular-could-crossover-to-bbing-but-don't-want-to-side (dont find it attractive). I am *hoping* that my muscles, healthy body fat, healthy look, abs that are there but can't cut rocks, v-taper in back will be rewarded now and the anorexic 100 pound women who look sickly and have striated everythings will not be top 5.
