What improvements did he make since last year or did the competition get worse?

Competition got worse, Dexter got better.
It does make you wonder if they planned for him to win all along though with all the Dex vs. Jay vids by Muscletech and the hype surrounding the battle.1 Stripe Blue Belt, Gracie Barra BJJ (Reps to BJJ/MMA brahs)

Yes he did...comp did get worse though.

Only competition who got better was Tony. Phil I guess, even though he never competed before. Dennis got worse or didn't improve at all, Melvin didn't improve, and Jay improved since 07, but he didn't look his best like in 06/01.

Absolutely.
I always thought Dex was to small and over did his conditioning, he had too little mass and he looked flat to me in a lot of poses, he had a great physique, but he was IMO a bit too small.
Then i saw him on stage Friday night, he was bigger and IMO looked much better, he wasnt flat looking and he still kept his incredible lines/symmetry, a perfect balance that few have come close to IMO, he stood out the most in the top 3 to me.
He reminded me quite a bit of Flex.
The best man won, no doubt about it in my mind.Recip's Fierce Crew!!!!

what boggles my mind is how much gear these guys must use each year and they still come in looking virtually the same. its like they use all these chemicals just to maintain what they have already. dexter hasnt looked noticeable different in a long time. seems like the juicers at my gym get bigger and bigger every time i see them, perhaps there is a threshold that the pros reach even with performance enhancers, have no idea how these things work.
