So I have no blender, but all the ingredients to make pre/post shakes. Could I just do a scoop of whey in water, have 1 banana and spoon 1/2 cup of oats dry? Or does the liquid effect need to be there for the shake to be effective since I will be in the gym half an hour later.

Whey protein mixes fairly well without a blender. For other types of protein and meal replacement powders, you're gonna want to use some sort of electric mixer. I haven't used a blender in years. Go with a stick type mixer like this.
