I've seen a lot of bodybuilders in my time, and their muscles range from the large, to the toned, to the outright huge, to the stong, to the defined etc etc.
Is it simply low body fat that gives that lean look, that definition in the muscles, so you can see all the "lines" etc in a bicep when people tense...
Sometimes I see large arms, but not much " strong looking muscle ", it doesn't have that clean cut kinda look.
They just look huge and poweful.
And on others, when they tense, its a huge ball that pops upwards, and it just looks like pure muscle, like Steel. Just its just rock underneath their skin.
To get that look, is it as simple as;
Gaining as much mass as possible on your arm
Finding that goal.
Reaching it.
Then losing all the BF?

Genetics, mainly. If you have a long bicep i.e. where it is very near, or even touching the elbow area, then if you train hard and long (i.e. for years) and build your bis as fully as possible, you should be able to get that peak. Preacher curls and concentration curls will help, but if you have a "short" biceps, then it won't look all that impressive. (The exception being Albert Beckles, of course).

I have the top 2/3 of a softball it looks like when I flex mine lol I think it is just being a decently low bf + having some fairly large bicep muscle.. I have always had the ball shape when flexing, even at 105 pounds, it was just a smaller ball lol
Weighted pullups = 195 lbs x1
Weighted dips = 225 lbs x2
Squat = 405 x2
