I wish, but I'm skeptical that Horowitz, who is a member of the Swamp in good standing, will take aim at the top players. I measure an officials effectiveness by the attacks the get in the media. Horowitz has not been the target of the MSM. Either he's so squeaky clean that any hit piece will be transparent or he's just going get a couple of small fry.

I'm holding out hope but my expectations get lower by the day. On the bright side, Horowitz has previously referred both McCabe and Comey for criminal prosecution. On the downside, when Rosenstein oversaw the Clinton case, Horowitz was handcuffed and while he was able to include so many juicy details in the report, the executive summary was a complete joke. Horowitz included evidence that the FBI looked at around 3K emails in 1 day with a team of 3 people out of the 360K, and Comey told us "metadata magic allowed us to complete the job so quick!" When the CIA and FBI IT departments said the metadata was junk and couldn't be used. That was after the FBI ignored the emails for a month leading up to the election with hopes that Clinton would be elected and it would disappear.

Bold face lies to the American public, covering up for Clinton, yet the executive summary said "let's all hold hands and have some bias training, nothing else to see here!"

I'm hopeful that Barr and others will force Horowitz to release an accurate report. Here's what we already know from public documents...
-- The FBI used the Steele dossier and signed off that it was verified when it wasn't.
-- The FBI used circular media reporting to bolster their claims
-- The FBI withheld exculpatory evidence on Page and Papadapolous
-- The FBI said they did not have any derogatory information about their source steele, despite being given derogatory info by the state department and Bruce Ohr in his 302s

There is no way to look at that list an conclude that the FISA court wasn't abused to spy on Trump. It wasn't one slip up, it was a systematic approach to ensure they could get the warrant. And they were dumb enough to document most of it in texts for greater context.

That is just an expected biased interpretation of justifying the hold since the WH knew it would be accused of after-the-fact justification.
