They aren't 'prisoners of war' as a war, legally, means 'The use of violence and force between two or more states to resolve a matter of dispute.' There is no other state, only unmarked combatants that do not have legal protections. Geneva protections specifically excludes "Nationals of a State which is not bound by the Convention".
