    I have similar fat storage genetics. Your upper back still looks lean. Honestly, I’d pull the reigns in a bit. Up your cardio OR add cardio if you’re not doing any. I wouldn’t cut though if it were me. Summer just ended. If you cut now, you’ll have a short time to bulk and then you’ll have to Cut again for summer.     Your body fat level is too high to successfully bulk. Cutting is the right choice now. You've got enough time to get lean before summer again.

    Not necessarily. You could cut now until the end of the year, then bulk 4 months until the end of April, then start your cut again.

    Bulking above your current body fat level will likely yield inferior results. See:
