I would say that you have enough excess fat to justify a cut. I've read that it's advisable to swap as required from cutting down to 10-12%, then bulk back up to aprox 17-18%, then cut etc..
That's what I thought, I am losing 1-2lbs per week though so maybe my TDEE is wrong. I do get hungrier after working out and find it is a psychological boost.
I normally work out how many calories I burn doing HIIT at the gym (normally around 300), and eat the extra calories post-workout with an extra protein shake etc..
