Urethane will hold up better outdoors than bare metal provided the plates are not left in the sun. However, I would probably just get whatever was cheapest if leaving the stuff outdoors.

WD40 is a terrible lubricant. Try the Pblaster; it won't hurt anything. Going forward either of the aforementioned lubricants would work.

Generally speaking, these machines used 12-lb plates.
