Lean Enough to Bulk?

Been cutting for 6+ months now, from 200lbs (and close to 30% BF), down to 169lbs. Hoping to get lean enough to finally bulk up and add 15-20 lbs. Am I lean enough to bulk? Was looking to get under 15% first since I don't want to get fat while bulking.

Hanging TVs on walls

Just a question for all of you handyman types. Ideal place to hang a new TV to fit with the furniture arrangement is on an exterior wall. I am concerned that fasteners; lags, bolts or whatever will pierce the vapor barrier. Should I be concerned about that?
