if you don't mind having some excess fat I would suggest keep bulking and take advantage of noob gains and while your testosterone is high from being only 17
just do what you want. if you want to be bigger and have more mass, bulk. if you want to be cut and look shredded for the summer, cut. if your happy how you look now then eat a maintenance
jogging wouldn't cause fat, it would actually help aid in decreasing fat by burning calories. It all comes down to calories in vs. calories out. Just do more cardio or get your diet in check to help...
