I have a small frame and have been lifting almost 4 years, started at ~130 lbs at 18ish% bodyfat and am now 155 at 13-15% so a gain of 30-35 lbs of muscle on a small frame. Am I at my genetic limit?

What program are you following? You need to properly manage your loads/recovery especially when you get to pulling big weight like that. Could also be poor recovery/stress/etc
Yeah 3 weeks without both is too long, find a good program that has you doing both throughout the week to get the most out of your gains, since they both compliment each other in training
