I would advise lean bulking. Nice and slowly try to get up to 150-160lbs over the next 5-10 months and then consider cutting.

i think the reason for why you haven't achieved what u want in the last few years are ur aggressive bulks followed by ur aggressive cuts. You'd be much better off gaining 1-2 max a month for like 6-8...
