If you're doing a heavy 5X5 then it might take that long, but if you're just working up to one heavy set it seems like you're doing too many warmup sets.
With enough motivation a lot of people could do it. The problem is that it's financially irresponsible, as people want to see credentials for everything. So nobody does it.
I'm not saying quarter squats = rack pulls. My point is, you can move a ton of weight with a quarter squat but it's not the most effective way to train. Same goes for lazy rack pulls.
