It's hard to spot the difference between fat and water visually. Calipers have the same issues in that regard, as your skinfolds likely contain both.

I think I could end my cut phase but I want your opinion too.
I lost not so much weight but I lost a lost of fat.
Am I 15% body fat now?
Since I am noticing I have few energy during this cut period can I now bulk again or should I continue to cut?
Is it normal to have quite less energy with a deficit of only 400 calories?

You're about 15% I think. The lack of energy is normal. You can end the cut now if you want.

I’m 19, 5-10, 142
I’ve been cutting seriously for the past month but before then had been “cutting” since December. I was away at college however and living in a dorm so had difficult tracking calories and was probably more around maintenance. I’ve also been working out for about two years but stopped two times for about 2 months causing me to loose almost all my gains. Have been consistent for the last 8 months tho. Anyways not sure of my bf% and have pics on my body space. Thanks!

BF estimate please.
5'7" ~154 lbs. Put on some extra body fat with my last bulk, and have been trying to shed some of it over the past 3 months or so. I've been following TheVikings Upper/Lower split which I really like, but gets pretty tough overloading in a deficit. Do you think I'm at a decent point to start getting back into a small surplus to clean bulk? Or do you think I would be better off dropping a bit more as I still have fat in my lower back and stomach?

14-15%. You look fine now, but cut another 5-7lbs, you'll be able to start your bulk leaner and will be able to bulk for longer before getting soft.

I'm 5'8" 123 lbs. I know I'm lean enough to bulk, but have been on the fence between trying to do a bulk or wondering if I can recomp, as I'm only trying to gain a small amount of muscle. I am a beginner and have gained very little muscle. I know as a beginner I should be able to recomp, but from what I understand it's questionable in my case since I'm already pretty lean.

Recomping will just be an exercise in futility. It doesn't work when you don't have any spare fat to recomp with. Aim for 2-3lb/month weight gain for at least 6 months.

I'm 5'11, and 196 pounds, and it looks I'm holding a lot of fat in my stomach. I'm not sure if I'm considered overweight, and I'm not sure what my body fat percentage is, but I don't think it's over 30 percent. Also, I was wondering if pasta, and milk can cause weight gain due to water retention, because whenever I have pasta and milk, my weight increases by 2-3 pounds.

Dexa scans can see visceral fat which is why they tend to be higher than visual estimates. Only way to know what 10% on a dexa scan would look like for you would be to get the scan.

Finished my bulk possible to get decently cut for summer (12-14%)? I seem to carry a lot more fat in my hips compared to legs :s
6'0 18 196lbs 35.5" at navel. My lifts (better indicates muscle mass?)
210kg DL, 175kg squat, 95kg Bench, 70kg Strict Press.
Id probably estimate myself between 17-23% but can't really tell cause of slightly stretched skin and awful storage proportions. If anyone can help me I'd be grateful. (Sry for sh**ty pics took after a night of binge drinking so v. depleted I shall upload better pics in the next week or two when my body recovers xd)
