Started lifting 16 months ago, with a 3 months break due to an elbow injury. I started cutting 3 months ago and looking to start bulking again at around 13-14% BF.
41 years old. Current weight 71.5 kg, 163lbs. Height 1.73cm, 5.6'.
See attached photos - the one in the left is before starting lifting program in January 2020 and the two other are recent.
Scale tells me I am at 17.5 BF :(

How long do you think until I get to around 13-14% if doing everything ok: resting, caloric deficit (I have been steadily losing 2kg (4.5lbs) per month and training 3 times per week.

What bodyfat am I lads? I will post both unflexed and flexed abs photos. A few stats about me:
-My hips are very wide. I tried to measure tight asf possible below belly button to work out circumference which is 31 inches roughly. Probably not reliable at all but just to build a picture.
-My height is 70 inches (5"10')
-I weigh 80.5KG (177lbs pretty much)
-Above my hip area, measuring on the belly button it is 31.5 inches in circumference. This is done in a relaxed state.
-Have been lifting for 3 years, but progress stalled a bit due to lockdown, but been able to just maintain what I have.
-Lifting stats are 140KG 3 reps ATG for my squat, 180kg deadlift with straps conventional, 15 pull ups and 90kg 5 rep bench press. Not trying to brag but perhaps I am more lower body based in terms of my weight.
-20 years old.
I guesstimate I'm 12.5% bodyfat roughly. But then looking at other comments it may indicate others think I'm probably 16% bodyfat lol. Tape measure method seems like crap. Maybe I should get a DEXA scan. Either way, higher bodyfat works well for me as I can lose more weight for human flag exercise in which I'm in process of training for.

Zero reason to get a DEXA scan... it honestly won't give you reliable data...

How exactly did you assess you were 10% before?
I suspect you were simply not as lean as you thought

can it be water retention due to the carbs that are giving the impression of bf higher than it is? I am eating a lot of carbs and I have a lot of sensitivity to them which causes a lot of retention in the photo not to see but I have several red lines on my abdomen that I didn't have which can be a sign of retention

Water retention can certainly cause that, yea, but so can simply gaining most of your weight over your abs.
From the before photo it looks like you have pretty shallow an insertions, and in the new pictures it doesn’t really look like you’re tensing your stomach at all.
That can be problematic because, even for pro bodybuilders on stage, your stomach can look totally undefined if you’re not at least lightly tensing the area.
I’d suggest taking a photo in the morning before consuming anything so excess water isn’t a factor and lightly tensing your abs

those photos were in the morning and I was trying to flex. here are more photos I took right now trying to flex as much as possible, not even an abdomen line but my arms are well defined up to the veins of the shoulders and certain illuminations appear very well, which can be a sign that I am very lean in my arms. it seems that I gained my fat all in the abdomen
here is a picture of my arm to see that it looks like I have it very lean I can't get any fat on it when I pull it out, it just looks like skin
but I want to start cutting now I don’t like to see it so I want to see if it reached a true 10% bf, and then trying to do bulking more calmly I exaggerated I didn’t control myself due to a long restriction diet.

All those pictures look closer to 16-17% to me...

Loose skin can tighten with added muscle, but it’s pretty rare to have complete resolution. Only one way to find out!

About 21-22% I think
5'11'', currently 175 lbs, down from about 230 lbs last year. Waist measures about 29.5 inches at the navel. All pictures taken relaxed. Have been thinking 19% but uneven fat distribution so I think it's hard to judge (paging Adam's laser eyes).

Was literally thinking the same thing about the fat distribution..
I actually would guess closer to 17.5% or 18 max because your back, arms, and chest look leaner to me.
