I'd lean bulk to 170. I don't really see a need to recomp. Your bf% isn't high. You just need more muscle (like most all of us ;))

You could start bulking now, but I'd start off slowly, e.g. aiming for 1-2lbs/month max. You have a fair amount of LBM already so gains will come slower at this point.
Cutting first would give you room to bulk longer, but you should be fine bulking now as long as you don't rush it.

It was hard for me to tell. Relaxed photos are better for estimates, and even then it's hard because most women aren't this lean. Most bf charts for women don't even go lower than 15.
I'd say maybe 13%, but that's a pretty rough guess.

5ft 7" and 160 lbs
started lifting 4 months ago and cut from 13 7 down to current weight and unsure when to bulk as im a fat skinny person with no muscle

About 20%. You're in a bit of a tough spot right now as you don't weigh that much, but your bf is high. I'd probably cut another 10lbs and then lean bulk. You'll need to bulk/cut a few times.
