Yes bulking is probably the best course of actions take things slow and add about 1-2lbs a month.

14-15%. You should be bulking. As a taller guy you can get away with being heavier then the average joe.

Some background - used to weigh in at 260lbs hence the excess skin. Currently cutting with a blend of cardio / lifting. My goal is to continue to lower bodyfat towards 15%. You would be the leanest 12% I have ever meet....
Meet in the middle and say 10-11%. You are incredible lean although you also have a large amount of lean body mass so any fat you have may just be not as noticeable to others simply because of your muscular size. I can't imagine someone having as defined serratus anterior and vascularity in the chest above 11% but is possible I guess.
Whatever % you look fantastic and if you plan to go lower it will be very intriguing.

Thanks man, I plan on going lower another 8lbs to about 165lbs. The last two weeks I did a recomp staying at about the same weight but slowly gaining some strength. Also to keep sane and take a little break from the diet since I‘m probably a little early for summer. Next two months I hope to get into the best shape of my life.

14%. Depends on your goal if you want to be leaner for summer then you could probably cut another 7lbs and be at 12-13%. If you are happy with your leanness then start lean bulking.

No you haven't you actually look a lot better and as you are more defined, thus bigger. If you are happy looking slim in a shirt then go for it, its one of those things for most natural weight lifters with average amounts of muscle mass, either look big in a shirt but have excess fat or look defined out of one but small in a shirt.

21-22%. Well done on the weight loss for starts, make sure you are weight training if you aren't already on a well set up and planned program. Based on your previous forum question you weren't really follow a progressive weight training program, this will need to change to see the results I imagine you are after.
Home workouts are fine if you have the equipment, a simple range of medium to heavy dumbbells will offer good results if you follow a decent program have a look at this:-

It is probably best you do. Any weight training will help but already designed well rounded programs offer insurance you don't have any imbalances within the program which most home made programs have. Try a decent program and progress on that and once you have made some decent strength gains/ muscle gains then tinker to your own needs.

There is only a thing as overall bf%, which I would say is 12-13% you can't spot reduce so no matter the percentage of lower vs upper it would be the same for fat loss.
