my abs i never really directly target them is it my bodyfat level or do i need to train them? my waist is 31 inches its pretty small.

I started Working out last November, my goal was a good-looking strong figure for Summer. I started with a clean bulk and begun cutting 3 weeks ago. I've lost about 4 pounds of BF. Now to my Questions: Should I stick to my initial goal and shred more BF? Do I have enough muscle mass to look good with sub 10%? Or should I continue bulking to grow bigger and call it a day with the clean aesthetic beach body and go bear mode? I'm just 5'5 tall and sick of being just the short, skinny guy.
