Second part of my question is, should I do a diet break and possibly a lean bulk? Or should I keep cutting?
I have not lost any strength, in fact I feel very strong and have broken past my PR's on all fronts

I would take a diet break (1-2 weeks at maintenance) and then finish the cut (I would cut down to about 175).

About 16%. You don’t really have much to cut down to, so I would bulk for a few months (4-6) and then cut.
