He means the two things that stick out on each end of an 8-pack, I think.
You can't change your bone structure, you can however lower your BF to a level where they stick out in comparison, which I wouldn't recommend. The outward hips are pretty disgusting.

dumbell side bends work them good

I dunno why the hell you'd want bony hips..
But being the skinny kid that I am (8% BF) my hip bones are visible right below my pants line. I think its just a matter of bodyfat.

hanging leg raises
reverse crunch
medecine ball twist
wood chop
Any exercises using your hip flexors will work them, especially power movements like clean & jerk.
