Yes. All depends on the goal. Cables are super versatile and you can alter the load profile quite easily to hit shortened or lengthened range.
DB are good for mid- lengthened range (most people bring the DB way to close at the top).

Personally, DB because cables tend to aggravate my shoulders. But if that wasn't the case...then cable.

That's really strange. Might just be a simple alignment issue. Take a video and make sure the cable is in the same plane as your upper arm.

No, it's due to shoulder injuries from over a decade ago. It's just one of the exercises I've had to trial/error out of the routines.

Cable all the way. Keeps tension on the muscle all the way through the rom. Dumbells don't.
