I'm not trying to be mean but you have absolutely zero muscle mass.
Lifting any weight, of any type, in any program would yield results on you.
I wouldn't go crazy with all sorts of "programs" and "plans"
Jesus, just get into a gym 3 days per week, lift some weights, and eat more food brother!
I'd start out very easy and just get your form down on a bunch of different movements. Do a full body circuit 3 days per week; hit every muscle group every session (delts, chest, back, bis, tris, quads, hams, calves)
Just do 1 exercise per muscle group. Do 3 sets of 14-16 reps. Do a different exercise every session.
Do this for at least 1 month and when you feel you are ready for a little more challenging stuff, pm me
I have to assume you are trying to gain weight? Gain muscle?
Increase your food intake with:
bread, bagels
peanut butter
meats...chicken, fish, beef
oatmeal
eggs
milk
yogurt
cottage cheese
pasta
pizza
hambugers
Jesus...anything more than you're eating now
Try to increase your eating so you are gaining about 1 lb per week; weigh yourself at least 3 times per week on the same scale, same type of clothes, same time of day.
Go get after it man!
Have fun!
Go get some muscles!!
Damn it man, I thought he was trolling us for a second with the skinny fat question. Anyway, Smoky damnit, you beat me to it. Look op if you are serious, stick with the compound lifts. Bench, squat, deadlift. Eat like there is no tomorrow, hell for my last show I was taking in about 5000 calories a day. I would give you a food list to be picking up at the grocery store, but smokinal beat me to it.
I don’t see that you are very thin, but I agree with all of the above.
