I can never fully complete 3x5, is this normal?

Whenever I do 3 sets of 5 on an exercise, I can only do the 5 reps on the first set, Usually it is followed by 4 reps on the second set, and then 3 reps on the last set, especially on the bench press. I usually take a 2 minute rest in between each set. Should I take longer rests?
